If you are being stalked or harassed on the Internet, report the incident to the system administrator (sysadmin) of your Internet Service Provider (ISP) and the ISP of the stalker/harasser. Sometimes stalkers will forge their e-mail headers in an attempt to conceal their identity. For help identifying the stalker, consider subscribing to SpamCop. It is a free service which analyzes unwanted email and determines its point of origin. SpamCop will create a report and email it to sysadmin for you. Abuse can also be reported to CyberSnitch, who will send information to a law enforcement agency.

Your own ISP will typically have an abuse policy in their customer service agreement. Go to their web site for detailed information. Make sure you forward a complete copy of the mail, including the headers to the sysadmin. Sysadmins should take your complaint seriously and usually will not hesitate to cancel the account of someone who is abusing their service.

United States laws on cyber stalking vary depending upon the state. However, Federal statue 18 U.S.C. 875(c) states that “transmissions in interstate or foreign commerce of a communication containing any threat to kidnap any person or any threat to injure the person of another” as a federal felony. It carries a sentence of up to 5 years in prison and fine of $250,000.
