In 2006, a special needs 7-year-old girl was killed in center for such children under the state’s foster care program. She was forced to ground and held in a chokehold for over one hour. She died because she could not breath. Although that treatment center has been closed, there are eleven other treatment centers that function in a similar way. Additionally, the chokehold technique, as well as techniques of restraint, is still in use by all of them. Many have claimed that the Wisconsin Department of Health Services has failed to take appropriate action.
